Julie Elginer, Adjunct Associate Professor, UCLA Fielding School of Public Health

Dr. Julie Elginer is an Adjunct Associate Professor at the Fielding School of Public Health at UCLA. She teaches graduate and undergraduate classes in the Department of Health Policy and Management. Her courses on Healthcare Financial Management, Healthcare Marketing, Building Advocacy Skills in Reproductive Health, and Healthcare in International Perspectives consistently receive teaching evaluation scores in the top 3% among faculty. She is a multi-year recipient of the “Outstanding Teacher of an Upper Division or Elective Course” by the UCLA Public Health Student Association. She has twice been nominated by the Fielding School of Public Health for the UCLA Distinguished Teaching Award for Non-Senate faculty. Each year, she mentors case competition teams coaching teams to several first-place results including at UCLA Center for Healthcare Management and Cornell University. For the 2024-25 academic year, she was selected as one of sixteen scholars to join the inaugural cohort of the Dialogue Across Differences Faculty Fellowship initiative, an interdisciplinary effort to foster a culture of dialogue among UCLA members. On campus, she has been named to the Faculty Advisory Committees for the Streisand Center for the Study of Women as well as the Bedari Kindness Institute.
Before her career in academia, she spent over a decade of biotechnology and pharmaceutical industry experiences in various marketing, strategic planning, finance, and managed market roles for Abbott Laboratories and Amgen. She led Amgen’s first commercial launch into long-term care and developed multimillion-dollar formulary strategies for federal and commercial payers. During a sabbatical from Amgen, she served as an adjunct faculty at the Johns Hopkins University School of Nursing, teaching at various academic medical centers. She is the founder of Elginer Advocacy Group, a consulting firm focused on strategic planning, fiscal health evaluation, and comprehensive advocacy plan development. Her myriad consulting engagements include advising the US Food and Drug Administration to incorporate technology into the logistical chain to address food safety and transportation issues. In addition, she served in an advisory capacity to the National Association of Pediatric Nurse Practitioners (NAPNAP) – Los Angeles chapter. In 2012, NAPNAPLA presented her with their highest award for a non-clinician given annually to the person who most advanced the practice of nursing in the Los Angeles area.
Dr. Elginer is a recognized leader in advocacy and health policy issues. She led volunteer nonprofit advocacy throughout California and in Washington DC. She has drafted legislation, conducted policy analysis, testified before the legislature, and successfully advocated for several issues, including perinatal mental health, human trafficking, categorical eligibility of food stamps, microbicide funding, and more. In 2010, the California Assembly bestowed upon her an Individual Member Resolution for her “lifetime of achievements and meritorious service.” In 2011, Julie was a member of a delegation recognized by the United Nations Association of New York for her work addressing the perils of human trafficking, as well as colleagues from the Association of Junior Leagues International.
Her civic leadership is well recognized. In 2024, she was appointed by California Assembly Speaker Robert Rivas as a public member of the California Dental Hygiene Board. Previously, she served as a two-time gubernatorial appointee of Jerry Brown as a member of the California Board of Chiropractic Examiners including elected leadership roles as Secretary and Chair of the Governmental Affairs and Strategic Planning Committee. In 2013, she was appointed by the City of Calabasas as a member of the Environmental
Commission and served as Chair and Vice Chair. Between 2020-2022, Julie served on the District Advisory Council to Assembly Member Jesse Gabriel. In 2021, she was appointed to the Calabasas Commission on Parks, Recreation, and Education advisor to the City Council and currently serves as its Chair.
Julie’s philanthropic endeavors include serving as a Fellow on the Board of Directors of Court Appointed Special Advocates (CASA) of Los Angeles County. In addition, she developed and delivered an advocacy curriculum for the Girl Scouts of Greater Los Angeles, serving over 10,000 young women. She has a multi-year partnership with CARE’s Citizen Action Network working on efforts to eradicate global poverty. She continues her partnership with the Association of Junior Leagues International, having coached seven chapters across the country through monumental organizational change initiatives. She also served as Treasurer for the Carden Conejo Parents’ Association. Additionally, she served as an advisor to the People Advocating for Sexual Safety nonprofit.
In the past five years, Dr. Elginer has been heralded as one of the most meaningful contributors to her community. In 2026, Dr. she received the Carthage College Distinguished Alumni Award. In 2025, she received the Bruin Excellence in Civic Engagement Award from the UCLA Alumni Association. In 2024, she received the Spirit of Voluntarism Award from the Junior League of Los Angeles for decades of community-based advocacy. In 2022, Dr. Elginer received the Carl Gibbs Environmental Excellence Award from the City of Calabasas for her decades of conservation efforts for the city.
She is an avid recreational athlete as she has completed several marathons, triathlons, and obstacle course races. She has completed two ultra-trail relay races with seven women covering 120 miles in twenty-eight consecutive hours. Julie shares her love of athletics with others, volunteering as a youth basketball coach. In 2009, Julie and UCLA colleagues conducted a pilot project to determine the feasibility of establishing an emergency medical system (911) in Nairobi, Kenya. Julie and her husband reside in Calabasas with their two sons. She is a proud Bruin alumna, faculty and parent.
